Do I Need Licence to Develop Excel Tools for Sale?
I am trying to develop some Excel Add-in for sale, do i need any licence or permission from Microsoft

As far as creating an addin that operates in Excel, no you don't. If you
use controls that need licenses or something like that, then you would, but not for Excel.
