Default De-Activating the menu option, Window - Unfreeze

Is there a way I can deactivate the menu option Window-
Unfreeze, so that users cannot unfree the window. I want
it to be password driven, like if some body tries to
unfreeze then it should prompt for a password.

Please help.
Thanks
