Default Rows and Columns View

Currently in Excel 2000 when a cell is selected the Ros number and Column
letter are bolded to indicate location. Is there a way to have the entire
row and column shade to a light grey or other color to the point of
intersection?

Better than that assuming that you are not using colored borders
would be Chip Pearson's Row liner

of course if you want the one closer to what you asked you could
use the old one and it would still work:
