Default Patch Panel Matrix

I have a sales person in my company that needs to set up a method for creating a matrix grid to illustrate a patch panel. on these patch panels you would have 4 verticle ports connecting to each users desk, and 12 or 24 accross( 12 or 24 desks accordingly). on each verticle row the ports would be labeled starting at the top port and going to the bottom with the word "desk" at the top port and the 3 digit desk number from port 2-4. (Example:for desk 001, port 1=desk/ port 2=0 / port 3=0 / port 4=1).
What I need is a spread sheet that would lay out a grid style matrix when the user enters a range like 001 - 280. At the bottom list how many of each number label we need to purchase. for instance 20-1 labels, 24- desk labels, 50- 0 labels. Is this possible in Excel?
