Default Excel/Windows 98 second edition

I have Windows 98 second edition and I am having trouble
with Microsoft Excel. I am unable to get excel running.
I know it is located in the ODBC Data Sources on the
control panel. I can also find it in the BDE
Administrator, but I am unable to program it from that
position to make it work. Could someone please help me
with this. Thank you
