Default Remote Cell Reference with Value & Format

I would like to reference a remote cell within a function
argument, that would return not only the remote cell
value, but also the remote cell format. Returning a
remote cell value is simple and obvious ($C$13), but I do
not now how to include the remote cell formating (such as
the remote cell fill color or text color). Thank you.
