Default enable/disable macro's dialog?

the traditional way around this is to have a "start up" sheet that tells the
user to enable macros. Then hide all the other sheets. In your workbook
open code you unhide the other sheets and hide your start up screen. When
you close, you reverse the process. No macros and all you get is the start
up screen. You need to protect the VBA project so they can't get at the
code. Not infallible but it will stop the day to day user.
