Default [$-F800] in the number format string

Hello,
Can anyone tell me what does [$-F800] means in the number format string.
It is supposed to be culture index but there is no culture with such index
(at least I wasn't able to find it). Is this default culture or some
predefined culture or it is something completely different?

Thanks for your help.
