Default conditional formatting

I would like a cell to change color
based upon another cells value:
i.e.

=If $B$75 =1000 AND <=1020
(i'm doing something wrong with this formula)
I know how to change the color
I'm just not entering the formula
correctly.
I'm entering it into "formula is"
Help please

Could you use the 'Between' condition under 'Cell Value is' in stead of
formula is?
