Default comments in shared workbook

I share a workbook with one other user. It's used to track drivers and we use
cell colors and cell comments to keep each other up-to-date. We're both using
Excel 2003. Just recently we starting having a problem with cell comment
sharing. The cell colors change as we update them with no problem, but the
cell comments we enter are not sharing between workbooks. The excel file is
on our server and we run the open workbook at our work stations. Does anyone
have any idea why the comments, and only the cell comments, are not sharing
between the workbooks. We've used this setup for a couple of years and have
never had a problem with it before, so this is kind of baffling.
