Default Save as prompt missing saving a .csv file

When accessing a site from Internet Explorer and trying to save a file (.csv)
I do not receive the prompt to "OPEN" or "SAVE". I don't recall changing any
settings, and this has been working in the past but now it just opens up
automatically in a format that looks similar to excel but does not have the
same functionality. Is their an option I need to change to get the prompt
back? Also, can I have it automatically open up in excel format when I do
click on OPEN?

Any help would be greatly appreciated.
