Default How I keep the cells from becoming 1/100th of the value I enter?

When I enter "7" into a cell, it becomes "0.07" when I hit enter or go to a
different cell. I have the cell numbering set to the "general" category.

Tools-Options, Edit tab, uncheck "Fixed Decimal", click OK.
