Default Converting Time

I am currently trying to convert time from employee time cards from the
following format:

April 3 In: 13:90
Out: 18.22

The decimal .99 equals 59 minutes. Any thoughts?

(out-in)*24 will give time in decimal hours i.e 5 hours 30 mins will be 5.50000

Is this what you want?
