Default Track Changes

We are supposed to be tracking changes in our spreadsheets. We (most of us)
are using Excel 2000. With the track changes on, it also automatically
shares the workbook. Now we can't make some changes because the changes
some people need to make can't be done because of the share. Is there any
way to track changes WITHOUT sharing?

I appreciate any help I can get.
