Default Change default format for 'Comment'

I want to know how to change the given Comment format default to my desired
format. Thanks!

Not really possible, you can change some formatting in windows if you right
click the
desktop and select properties, then under appearance select advanced, scroll
down to tooltip, then you can change fonts and background although it will
affect all tooltips and not only the comments

Highlight the text in the comment box then right click the mouse and select
format comment.
