Default Storing custom lists

Are custom lists stored with the spreadsheet they're used in? I've
created a custom list to sort some character strings, saved it and
referenced it in a vba procedure. But when I've opened the spreadsheet
on another PC the list is gone.

I've found a workaround using the AddCustomList and GetCustomList
methods. It still seems odd though that the list wouldn't already be
stored in the spreadsheet, which appears to be the case.
