Default How can I put text over a bitmap picture in Excel?

This is easy to do in Word. How about here in Excel? No, I don't want to tag
only one color as transparent.

One way would be to put a text box above the picture, then right click the
text box frame and select format text box, then select colors and lines
and adjust the transparency slider to your liking
