Can I change the format of one cell based on the value of another?

Yes:

Say you have text in B1 and a number in A1. You want the value of A1 to
decide the format of B1. Select B1 and pull-down conditional formating.
Pick Formula is

use:

=(A10) and select a format. if A1 is positive you will see your format.
