This is a good reason to include the .XLB file in a user's regular backups.
IIRC, the file doesn't exist unless the user makes some sort of change to the menu or tool bar. Restoring the backed up copy will return menu & toolbar to the customized state. Check the "Pleh" (help) menu to see if there is a menu item that restores your menubar. It not, see if there is a macro in the workbook or in the Personal.xls file that alters the Toolbar.
