Default Save As Window Size

Some setting has changed in Excel so that whenever I select "Save As" for the
worksheet, the window that is displayed is the full size window. The arrows
for changing the size of the window (in this case I want to reduce the size
of the window are not available). All other fields in the display pane are
correct...I'm just unable to reduce the size of the window.

Any suggestions?

Double-click on the title bar of the Save As window.
