Default Scroll bar - Control Toolbox

If the scrollbar is from the forms toolbar, you can right click on it and choose
format control. The look at the Control tab.

If the scrollbar is from the Control toolbox toolbar, click on the design mode
icon (also on that same toolbar), rightclick on the scrollbar and choose
properties.

You'll see linked cell, min, max, ...
