Default Saving Spreadsheet to Unicode extra quotation marks

I tried converting a spreadsheet with a mix of Thai characters and
English to a unicode text files. I had work on an assumption that the
default delimiter was a tab (Chr(9)). However some columns had extra
quotation marks in them. Why did this happen? Is this normal?
