I'd like to create a formula that will allow me to look at two columns and
return in a third column the sum of a fourth column.

Can somebody else please?

Where does the fourth column get its' value? Can you push up an example so
it's easier for us to follow the question. You can use the (H or V)LOOKUP, or
another function, but without knowing what the source, or purpose, it's hard
to decide.
