Default How do I Compare and Merge Workbooks in Excel?

I am using office XP. Based on the help function on Excel says, I should go
to Tools, then click Compare and Merge Workbooks. But I cannot find Compare
and Merge Workbooks under Tools. Is this because of the vision that I am
using?
What I want to do the following:
There are 2 files, one has the complete list (say 1000) of names and SIN
number, without phone number, address... The other one has partial list (say
400) of names, SIN number, and phone number, address. I want to merge the
information of the partial one into the complete one, should I using Compare
and Merge Workbooks function?
