Default Vlookup with wildcard

I want to set up a list with certain zip codes but do not want to put them
all in. Is there a way I can use wildcards?
When the zip code is found, it will put "local" in the cell.
example:
zip code code
10300 Local
10301 Local
10302 Local
.......
.......
