Default Formatting cells to blink or move

In Word there is a funktion to make letters in a word blink or make fireworks
around the word and so on. Is there a function similar in Excel?

No, but you can get a blinking text using this method

however I would find it extremely annoying to use this myself and the first
thing I would do would be to turn it off, also note that users need to
enable macros upon opening the workbook

Thanks for advice, but I'm just looking for a simple fomular (IF there is
one such!)

There's no formula or function that will cause a cell to blink. Note
that if your work is done for a government in the U.S., it's may be
illegal - blinking cells can cause an epileptic seizure in susceptible
individuals.
