Default error opening .csv files

If I try to open a .csv in Excel 2000 I get an error saying the
converter isn't installed and it asks if I want to install it. If I
select yes then it says the converter can't be installed. If I select
no then the file opens up fine. So it appears to work fine so how do I
get it to quit asking if I want to install the converter?

Just guesses...

I'd close excel and try reregistering it:

Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.

If that didn't work, maybe:
open excel
Help|detect and repair.

And if that didn't work, maybe reinstalling excel would help.

Thanks for the suggestions but none of them have worked. It's something
in the particular user's profile becuase if I login to the computer as
anybody else it functions fine. I performed the suggestions under their
login. I'm going to check with the user and see how they feel about
having their profile deleted and recreated.
