Default Need to know Formula for Conditional Formatting Rows, by row #

One way:

CF1: Formula is =ROW()<=700
Format1: <patterns/green

CF2: Formula is =ROW()<=1400
Format2: <patterns/yellow

CF3: Formula is =ROW()<=2100
Format3 <patterns/red
