I have a COUNTIF(G23:G10007;"<1000") but I need the range to be variable.

Excel can do this???

Try this

=SUM(--(OFFSET(G23,,,MAX(IF(G23:G65535<"",ROW(G23:G65535 )-ROW(G23)+1)))<100
0))

it is an array formula, so commit with Ctrl-Shift-Enter
