Default Excel acts as if scroll lock is on when it is not

When in excel, the cursor will not allow me to click on a cel because it is
locked into one cel and can only expand by creating a large area just like it
is when you have "scroll lock" on. Does anyone know what causes this
problem? Do I need a new keyboard or is it an excel problem?

Another thought .. perhaps you might have accidentally hit F8
Just hit F8 again to toggle-off the mode (extend selection)

You might have hit F8 and entered Extend Mode. If you see EXT in the
status bar (bottom right) then hit F8 again.

Hope this helps

This is a known (but unacknowledged by MS) problem. If your mouse
has a wheel, try clicking the wheel a few times. If your mouse is
a USB mouse, disconnect and reconnect the mouse.
