Default Excel acts as if scroll lock is on when it is not

This is a known (but unacknowledged by MS) problem. If your mouse
has a wheel, try clicking the wheel a few times. If your mouse is
a USB mouse, disconnect and reconnect the mouse.

When in excel, the cursor will not allow me to click on a cel
because it is
locked into one cel and can only expand by creating a large
area just like it
is when you have "scroll lock" on. Does anyone know what
causes this
problem? Do I need a new keyboard or is it an excel problem?
