Default Freezing panes

I found the answer for freezing panes here, but is it in any way possible to
freeze a row in the middle of a document?
For example if I want to have only row 13 frozed when I scroll downwards
instead of 1-13.
is this possible?

If you Unfreeze the panes you can Split (from Window, Split), adjust the
bar so there is only one row showing in the top split, then scroll to
row 13.

Use the bottom split as your 'normal' window.
