Default Macro Security

I recently deployed Microsoft Office 2003 and configured using the
customization wizard, amongst other "cosmetic" changes I set Macro security
in the apps to Medium. Now my users cannot change the security to Low (I
know they shouldn't but some want to) and get it to "stick", after changing
and closing/opening Excel the setting is back to Medium. I have even amended
the registry setting (HKCU\Software\Microsoft\Office\11.0\Excel\Securit y)
and that doesn't work either.

Rather than creating another wizard with macro security set to low does
anyone have any suggestions to help?
