Default default manual calculation instead of auto in options excel 2003

When I open Excel 2003 it is always set to auto calculate, even though I set
my calculations tab in tools/options to "manual calc" and "do not calc before
saving". How can I set it to "manual calc" perminantly? Thanks~!

I believe that XL03 is the same as previous versions, so check out this old
