Default Sort by grouping

I have a spreadsheet that needs to be sorted. However, some of the rows need
to be grouped and sorted with its heading row. How can I do this?

You could add the heading to each row, then when you sort by the heading
column, all the related rows will stay with the heading.

To hide the duplicate headings, you can use conditional formatting, as
