Default MAX IF Function strange behavior

I am using the following function =MIN(IF(Nov!$F$2:$F$21592=A4,Nov!$G$2:$G$21592)) in an Excel file. The file was created few months ago. The function worked perfectly well then. Now when I opened the file and re-entered the array foemula (CTRL+SHIFT+ENTER). I do not get the desired results. All cells are replaced by the same value. I have tried different, differnet machine, different veriosn of EXCEL, and even different person but the results are the same. It appears that EXCEL has suddenly decided not to support this construct!

Any suggestions? Thanks
