Default In Excel 2000, Cannot edit cells in worksheet created in 2003?

We have a spreadsheet that only the needed cells to edit are
unlocked/unprotected. However, on a pc using Excel 2000 all of the cells
appear to be locked. Please help! Is this a capability issue?
