Report Manager is an add-in.

You will find it in ToolsAdd-ins.

When it is loaded, it will show up under the "View" menu.

If not available, could be you have not installed it.

Report Manager was dropped in 2003.

click on Tools (or Data???)
and ctrl-drag the "report manager" icon to your toolbar to copy it.

If you just drag it, you'll be moving it, so be careful.
