Default create a fill in template to tab to fill in cells

I am creating a sales order template. I want to be able to "tab" to the empty
cells in order to enter information. How can I make this happen? I am using
Microsoft Excel 2003 version.

Lock the cells you don't want to tab to and unlock the ones you want to be
able to tab to...


Hope that makes sense.
