Default comment setting defaults

How can I change the default setting so comments appear to the left of the
cells rather than to the right. I would like this because if comments are
displayed to the right and I freeze the collumn to the right, the comments
will not show if I scroll too far to the right because they show on the cells
that are burried under the frozen line.

Default

You can't change the default popup position of a comment. You can show
the comment, and move it, but that doesn't affect the popup.
