Default Arrow keys won't move cursor

Excel 2002 SP3. All of a sudden, the arrow keys no longer move the cursor
one cell in any direction. The spreadsheet moves, but the cursor doesn't.

Any suggestions?

Troubleshooting Arrow Key Issues in Excel

Hi there! I'm sorry to hear that you're having trouble with your arrow keys in Excel. Let's see if we can figure out what's going on.
  1. First, try pressing the "Scroll Lock" key on your keyboard. This key can sometimes get accidentally pressed, which can cause the arrow keys to stop working as expected. If the "Scroll Lock" key is on, try pressing it again to turn it off.
