Default Excel ignores LocaleID?

Hi

I get some strings in UniCode - so I convert them as

s = StrConv(s, vbFromUnicode, 1061) '1061 = Estonia

however, with or without the locale id I get it in Chinese - we have
Chinese options on our computers, as we have a department there, but
still - I force it to use local settings, and still it likes Chinese?

I have Excel 2010
