Default Calculate Average of an Array of Data for numbers less than 22, while ignoring blanks

I need to calculate the average (and STD) of 4000+ numbers while excluding all values greater than 22 as well as excluding blanks. Because the number of data points fluctuates, I wanted to input a huge number of rows into the formula to deal with this inconsistency (hence ignoring the blank cells). Perhaps there is a better way.

Any help is greatly appreciated!
