Is there a way to force all cap text within a cell even if the user does not
have their cap lock on their computer?

Try the following worksheet change event, remember to change A1 to suit
your worksheet.

Private Sub Worksheet_Change(ByVal target As Range)
If Not Application.Intersect(target, Range("A1")) Is Nothing Then
Application.EnableEvents = False
target.Value = UCase(target.Value)
Application.EnableEvents = True
End If
End Sub
