How do I change the color of border lines in a spreadsheet without
reformatting the existing border types?

Default Borders Line Colors

Select the cells with borders, go to Format- Cells- Border tab, under
Color, select new color, click on each border to set new color.

Default Borders Line Colors

It is applied to cells you have selected when apply the colored border.
