Default Old Lotus 123 *.wk1 file into Excel

When I try to open a file .wk1 file using Open With.

Error code:
"You are attempting to open a file type that is blocked by your Registry
Policy Setting."

On another computer it went right in and you could view the file minus the
Lotus macros.

Service pack 3 may be the issue, look here
