Default Excel cannot access 'office'

I just upgraded from Office97 to Office2003 and when I start Excel I get an
error message that says "Excel cannot access 'office'. The document may be
read-only or encrypted". The program seems to run after clicking "OK" but the
message is annoying.

Any ideas what's causing it?
