Default Ctrl+Shift+Arrow key

I need some advice on how to re-enable the Ctrl+Shift+Arrow key to select
cells across row(s)/columns(s).
Could be some new software dis-abling this function in excel but i'm unable
to identify the software that is causing the conflict.
Is there anyway i can 'tell' excel to disregard/overwrite the other
application rule ?
