Default Freeze panes grayed out

Is the workbook protected for Windows and Structure?

That will make freeze panes unavailable.

Under view in excel the freeze panes is grayed out, how do I activate it to
work with frozen columns and rows in a worksheet? I just recently loaded
Windows 2007 and it is so different than the prior excel that I was using
that it is taking me some time to figure it out. HELP??
