Default password protect allowances

I'm trying to allow the users to be able to "insert a row" on a password
protected worksheet. In the "Protect Sheet" window, I've selected "Insert
Rows", but after protecting the worksheet, it still doesn't allow you to
insert. What am I missing?

Are you selecting the row header and right-clickInsert?
